I have never figured out which one is better to use and I have been playing MMOs for a while. Usually I use nearest enemy because normally thats the one in my face that needs to die. But when would you use next enemy? Or is nearest always the best to use? I could understand in a game like WoW using next enemy if you were maybe multi-DoTing 4-5 mobs and didnt want to hit nearest and keep targeting the same one over and over, but why would you need to use it in this game?

In the case that you're looking for a specific enemy in a mob.

Sometimes there are priority targets in a group that you want to focus on regardless of which foe is closest to you. In GW1, for example, you would generally want to take out the healer first. In GW2, sometimes you need to switch from the boss to his adds, particularly if he's the kind of boss that goes invulnerable when summoning them. If the boss is closer to you than the adds, then target-nearest is not going to get you the target you want.

Many reasons, mostly with ranged attacks -
- priority target is not the one nearest to you.
- switch to next target when current target is almost dead so autoattack is not interrupted.
- need to take emergency action on another specific target before your current one is down.
- professions with controllable pets could direct their pets to separate targets.
- you simply selected the wrong target and need to correct without adjusting your position.
- some players tend to spam buttons and often over-cycle with next-target tabbing, so nearest-target tabbing largely prevents it.

I use it when it's a ranged, targeted AoE/splash damage attack... I hit the key until the target is in the middle of a clump of enemy.

Nearest target will also select neutral (yellow) foes. Next target will continue to the next one if you want to target hostiles (red). I use them both since clicking to select is extremely impractical in my case with my controls. I use a combination of nearest, next, and deselect (default: Escape key) to target. There are rare cases where previous might come in handy, but as they're rare, I never use previous target.
