From the karma merchants I've seen, they're soulbound on acquire, sorry.

you can buy orrian jewerly boxes => get accountbound karam (ofc this goes with some loss of karma => transfer them to an alt and go buy the weapon of your choice

You can break the soulbinding but you lose the stats. I buy cultural weapons to give the skins to my alts.

Transmute the racial weap to a white low level weapon thats not soulbound then transfer it via bank to your alt, and transmute it again for stats. Granted I did this back in the day so it could be patched already but if you're desperate you could give it a go, try it with a useless weapon you don't care about first. Or you could just do dailies and transfer the jugs

I do this all the time.

>Buy the skin you want on your main (lets pretend its a greatsword)
>Search the AH for a Greatsword, set the max lvl cap to 1 (from 0 to 1)
>Buy a white minimum level greatsword usually named just that (Greatsword)
>You need a total of 2 fine transmutations stones if we're talking about lvl 80 items.
>Transmute the skin you want onto the white item (red letters will tell you that this makes it soulbound, but it does not. It makes it account bound)
>Put the skin you want to tranfer (that is now white and account bound) into your bank.
>Take it back out on the char you want it on and transmute it back up with a fine transmutation stone to the stats you want from say another exotic or something.

Profit!

I can vouch for this to work with any quality gear, be it rare/exo or even legendary as i moved my juggernaut from my warrior to my guardian a couple weeks ago. And a couple exotics the same way more recently than that.

are both your main and alt different races and does it work with cultural armors? Let's say I buy a Norn helm to my Aura warrior?

You can cross races with cultural weapons. For example, my Norn warrior can buy an Asuran cultural weapon with karma, break the soulbinding and give it to my Sylvari necro. However, only a member of that race can wear can wear a race's cultural armor.

Don't waste any transmutation stones on it. You can't even preview another race's cultural armor, I'd be surprised if they even made art assets for it. Character race is probably a separate variable that you have to satisfy, just like level requirement, armor class or soulbindedness, and I expect it would say "Race: Norn" in the stats.
