Changing text color? How do they do it?

I know of /t and /m for both shades of red, but I've never seen green,
I think OP is talking about what is actually being said, not which chat filter is on. All /t and /m do is change who can see what you type to your whole team (WvW) or the entire map (zone of PvE content).
so if I typed "hi" into chat, in the OPs case it the word "hi" would be green or red or something, not just the player's name.
to answer the OP, in this link on the official forums, apparently there are some codes that produce the colors. I have never seen it done or done it personally, so I can't confirm it.

Though as far as I know, you couldn't write your own stuff, but rather had like a quote with a gold font.
