Dropped the game a few weeks after it came out because it just didn't have the feel of GW1. I'm trying to get back into it now, but I see literally ZERO people on my lvl 20 mesmer (although tbf I am on a very low pop server).

I think I'm going to get a server transfer....any suggestions on what server I can switch to that will actually have a good population for low level zones? I really wish they had heroes in this game :/

I'll vouch for Maguuma (NA). I've never seen a dead zone, at all hours of the day. There's always people doing events/dungeons/fractals etc.
