Is now a good time to jump back in?

I haven't played in almost a year. I loved initially playing but I ran out of things to do. I sort of got into the living story but then school and work started so I had to quit. Not I have a little time to start playing and I'm here to ask if now is a good time to jump back in.

Is there a place I can find that will give me a tldr of everything that's happened with the living story?

They did a good job with the recent living story patch to sum up everything that has happened so far so yea

Come back now especially since Lions Arch is going to be attacked and changed forever tomorow

I'd say yes.  The Edge of the Mists is pretty fun and doesn't require coordination or setup time.  Tomorrow will be the release of another living story episode, so tons of people will be logging in to check it out, which means you'll have an opportunity to experience something no one really knows anything about yet so everyone will be on equal footing.  Anet has hyped this particular update as spectacular so it might be interesting to see what Anet thinks is spectactular and unexpected.

Basically, Scarlet rallied a bunch of factions to stage a siege of Lion's Arch.  Anet just put out a video that fills people in on what has happened so far.

Save yourself from the angst of having missing a year worth of bite-sized content that you will never be able to experience in full. Because trust me, there's even less to do now than there was a year ago.

While pondering this I wondered, what would classify as a bad time to jump back in?

Yeah I realize that's kind of a vague thing. I was thinking perhaps a time where the story was particularly unpopular, a lull in development, something is very unbalanced that makes the game not particularly fun to play, etc.. Just something major that would make someone think to say "You should wait until x is fixed because it is a glaring problem and to come back now would leave a bad taste in your mouth about the game"

I recommend you jump back in after the major update, or just before, in March. Gameplay value will be very different and you won't have too much time to get with the program if you rejoin today's woes.

Now is a good time because you'll get to see the end of a character we love to hate, also the attack on L.A. 2 to 4 weeks from now after Scarlet's demise Anet will take a break so they said but did not mention how long. Then they will release the equivalent of a small expansion again without mentioning how big. After Scarlet is dead or simply defeated I hope we'll get to see a blog about what's coming for the remainder of year. One thing is clear for me however if by the game's second year there is still no expansion no matter how big there won't be a me.

Well, a bad time would be just prior to the release of an expansion, or shortly after if you opt out not to buy it.

Which is neat since neither aren't applicable for Guild Wars 2.

As tomorrow's patch is apparently going to blast Lion's Arch into oblivion, I'd say tomorrow at 6 PM GMT +1.

Either now or after a month. Tomorrow is a patch that may destroy LA for good and it sounds very interesting, or if you don't want to jump into the living story come back after a month when the so called "season one" will end and we are expecting purely feature aditions/changes/improvements with each update.

If you do come back tomorrow don't buy anything. They are changing the way sigils, runes, and various other junks and stuffs work in a month. As excited as I am for it I wouldn't invest in anything until you get some concrete reason to do so. That and you may nerf yourself; 2/2/2 is going the way of the dinosaur for the most part, or so they say.
