new trait tier unlock question

While reading about the new trait tier system, I became curious about whether this will affect any characters I make before the patch.  Could someone clarify it for me in regards to the unlocking tiers?

Weapon stats when not in use

Do weapon stats effect your overall stats when not in use? Ex: If a sword had +50 power, does that apply even when I'm using a bow?

loot notification

I really hate the loot notifications that pop up on the right side of the screen.  Is there any way to turn this off?  I have tried moving the map to the right upper corner, but I hate it there.  I have heard some people suggest changing the map size but I can't get it to change.  If you suggest something, please explain how to do it.  Thanks.

I've been having trouble against Adnul Irongut and was looking for tips to beat him.  Usually I start with belch so he wastes his, then I keep track of when it should be recharged and cancel his belch out with water. I use boast to minimize the damage I take during his special, and fake drinks when he isn't.  Are there any patterns he uses that I haven't noticed or a better way to drink?

FT quickness build suggestions

My level 30 engineer has been using a mix of flamethrower auto-attack + elixir B + elixir u to great effect.  I have considered traiting towards a build that procs conditions on crits.  After playing around, I thought that this looked good:

It has a base 66% crit chance, with another 20% added with elixir B, and another 10% against foes below 50% health.  It then has a 50% chance to inflict vulnerability and 30% bleed and burn chance.  I went with p/s because I like their stun and push-back skills.

Any suggestions about armor, traits, or some horrible flaw that I'm too noobish to see?
Any thoughts on how this may fair in dungeons?
