I'm trying to locate the vendor for the recipe to make the Eye of Power Scepter. I suspect it is from a Karma vendor, DE completion merchant, or possibly the Mystic Forge.
Does anyone know how or where to obtain this recipe?

Easter Egg: Nick Reference in GW2

I tried some forum searches to see if this had been posted before, but I didn't find anything. Last night while I was exploring Fireheart Rise (level 60-70 zone), I happened across a child villager standing behind a rock in an area otherwise controlled by grawl. It seemed rather other of place, so I clicked on him to check his dialog, and this is what I got:
If you click to the top option, he says something like, "None yet. I'm not sure they even have grawl necklaces here, but I'm not going to stop looking until I find five of them."
This is the first Nick reference I've seen in GW2. For those who did not play GW1, Nick is a collector who appears weekly on different maps and collects different items in return for gifts. Those gifts contained a range of items including consumables that were useful for advancing titles. It will be interesting to see if his heir makes a return in GW2 providing a similar service.
