There are no exotic jewels with these stats but the weapons and armor are obtainable through karma merchants and dungeon vendors. I'm annoyed too that this gear is so hard to get, I really hope they add some more crafting recipes to make it more readily available. It doesn't make sense to me that a set like power/prec/crit is craftable but cond/prec/tough isn't.
Its really going to take a long time for me to get all the stuff I want. All I have right now are 2/6 pieces of armor and 0/2 weapons.
