The build you posted is pretty similar to the meta DPS Guardian builds floating around right now, so it should be fine for both casual and competitive play. There are any number of possible variations you can run, including swapping SYG for Contemplation of Purity, changing up the offhands (Torch in place of Shield, for instance, or switching the mainhand/offhand pairings), switching Sigils for things like Fire and Bloodlust, etc. It really comes down to preference - there's not any one version of the build that completely outperforms the others, so just find what works for you and roll with it. This sort of build will let you 1v1 anything short of a tanky trap Ranger (which is pretty much a hard counter) and maybe some good Eles/Mesmers (mediocre ones should crumble quickly). You can even put together some decent burst damage with Smite/Chains of Light, Virtue of Justice, and Zealot's Defense, which is great for catching people off guard.

I'm confused by your meaning here - you dueled on December 15th, after the most recent patch, and as far as I recall, the Guardian profession hasn't been affected by any changes in the time between. The meta may have changed since then, but how would this have any impact on the difference between the builds in a duel? Could you please clarify for me?
I believe the Tankcat build also uses Elixir B for Retaliation in addition to the Confusion, which definitely does boost the damage return. That combined with the direct damage from the Pry Bar can definitely leave fast-hitting classes hurting, even in SPvP with reduced confusion damage. I run a more aggressive version of the original build in PvP that uses Might-stacking with HGH, and the damage can get pretty respectable for a build that can tank 2-3 players without issue.

This was a change made two patches ago to the Guardian's Selfless Daring trait. It's exactly as you say - in PvP, the trait heals for 50% less than it does in PvE or WvW.
