Sorry to hear about the hacking attempts. I'm playing from China. Account theft is done from many different places around the globe. Some MMO companies do try to block areas where this happens more frequently. Unfortunately, this option only hurts legitimate players since anyone willing to do this sort of thing can get many different tools to circumvent wide IP blocking.
The solution passes through players being more careful with their passwords, as Netherscourge indicated. Authenticators are also a much more effective way to minimize this sort of nonsense. I hope that ArenaNet/NCsoft won't get into any knee-jerk reactions and work intelligently into getting players better security features.

Server meltdowns are nothing new during opening days and I'm being splendidly entertained.
Yes, it has been a very successful headstart. Hope they're now better able to manage the onslaught on the 28th.
