Skins reintroduced - Southsun Supply Crate

To my knowledge this is the first time event skins are reintroduced.

I had one of the weapon skins. It went down from 5+ gold to 45 silver.

Should I expect reintroduction of skins to happen more often in the future?

How do people access TP items not listenet on the TP :O

Just got The Mad Moon skin, and wants to know if this is coming back next year? Have Anet stated anything about the issue?
