Premise: i used to be attracted by gw2 pvp and played it extensively, then i discovered pvp and i just play that for now.
Why the premise? Because what turned me off pve wise is that the ultimate pve goal (the legendary) is a big fat grind. No way around it. It doesnt require any particular skill: just go around and grind grind grind. Hope for luck in the mystic forge and grind more. My main gripe being: no skill required. I want something that shows i'm skilled, not something that shows i play 20 hours a day. Now, if they change the requirements like: complete all jumping puzzles, complete all dungeons (in less than x time?), complete fractals level 40 or so. Then it would be different but then again atm nobody would want to go with me in fractals because i fell behind (even with the changes).
Easy as it is: i will repeat some content, if it's fun, i will for 10-20 times. More than that is grind to me and i just refuse to do it. I know it's subjective matter what a grind is or is not that's just my personal, totally arbitrary definition. Another big thing that defines "grind" for me is luck dependant drops like in the mystic forge: if i do something i want to know what the results of my doings will be. I want to know i will do the same thing 20 times not maybe 8 maybe 50, i prefer to know. Again: completely personal, but i dont think i'm the only one thinking like that.

Arcane V is pretty much a must have, water VII is a very poor choice imho: water V or at most IX are the choice there (but i tend to favor the 1st one). Arcane retribution is bugged and often will give you at most 1 crit or 2 (depending on the skills u use, u may have 5 crits but not often). Arcane shielding will proc at 4k life (slightly more) so if u r gonna get burst it might not proc at all (backstab is 8k for example), it also doesnt work on conditions. Normally i would go for V (as said must have) and VI or II (if u wear also runes of mercy). Signet of fire is ok for condi damage build. For roaming i would go for air I instead of earth III which is good for tanking.
I totally dont understand the choice of runes and amulet. I'm not a big fan of condi damage for d/d but if u wanna go for that then pick rabid or at most (but then u are very squishy) carrion. If u wanna tank then go for cleric or shaman (the second if u r really set on condi damage). It's really not clear to me what u wanna do with this build, which role u wanna fulfill. As for sigils: battle is pretty much a must have (it will proc on attunements with an internal cd of 9 or 10 secs, dont remember), generally precision will do better on other weapon, while if u go for condi damage it should be earth with rabid amulet. If u wanna tank then it's energy and life.

Or hundred blades warrior. Yet i have to say play something u like: at the beginning you will suck bad anyway (trust me on this: pvp in this game is really hard to play decently), with time u will learn what to avoid and start playing well, just dont get discouraged!
