As for Legendary weapons, I can only guess at how they'll be made. You'll probably need to obtain the recipe first, to learn it. Then the ingredients themselves need to be obtained from a range of sources, either for gold, karma, through multiple maxed crafts, and possibly through PvP.

I can't remember, but I'm assuming the cultural armour are exotic, so they would be the best option. I think the Orders have vendors for Exotic or Rare gear as well.

The cheapest Rare quality gear can be gotten for about 2-3G, maybe no more than 5G for the entire set. The stats aren't that much worse than Exotic (at level 80). The only other option for Exotic gear would be crafting, dungeons and WvW. Maybe even Karma vendors, but don't think anyone has found them.

Legendary gear would be the only ones better than Cultural gear, but takes time to attain.

you keep getting skill points past 80.  This is evident for 3 reasons:

When you go to sPvP and all skills are purchased, you have an extra skill point.
There are over 200 skill challenges, worldwide, so far.  It does not take that many to purchase all skills.
There are vendors at the mystic forge who accept skill points as currency.

You can create more than one legendary weapon, as long as you have the skill points and materials to do it.

Assuming you have the correct gear, the creation should be 100%, but I am just speculating at that point.

There will likely be no limit to the number of skill points you can earn.  This system worked the same in GW1, and after 7 years and about 3500 hours of play I had racked up over 1K skill points.  They ended up just sitting there for the most part.

This has been asked before. Also, we cannot predict which server is going to be most populated. Desolation might the most populated server next week, but a month from now everyone on there may have quit.

I'm really no expert but I'd say its just the layers of the transformer have come loose slightly and are vibrating against each other. Thats all the 'brick' is essentially, a transformer and converter turning 240/110V AC to ~12V DC and transformers do vibrate so maybe its nothing to worry about. But like i say, I'm no expert.
