All I can add is I have owned the H100 from the first week of release and I love it!
I have a very large and costly full tower case so I almost never hear the H100.
When the cpu is under full load and the fans spin to max, is the only time I can hear it at all.
I also added two additional fans for a push/pull configuration.
I'm not sure if it's the H100 or the 3 windforce fans built into my gpu that I can hear. Most likely it's both of them together, running at full, that allows me to hear it at all.
edit: This computer is located in my bedroom and runs just about 24/7. Have not lost a second of sleep due to sound yet.

There are 3 tier's for Cultural armor that have vastly different prices. Around 80g for Tier 3.
However, cultural armor is only rare in stats (not very good) and most players would transmute it onto exotic level armor or better.
The craftable Exotic armors have the best stats but are not the sexiest looking armors in the game.
They are very cheap to make.
For a free armor option, just run AC while you are leveling and it's easy to have a full exotic armor set before you hit 80.
