Excuse me, I'm a new engineer and didn't have time to read all of the above posts, but why is no one considering Explosive Powder (+10% dmg to explosions) and Precise Sights (50% chance to cause vuln on crit)?
The build I'm thinking of is:
You throw grenades at long-range, utilizing Scope and Enduring Damage. Target the Weak for +5% critical chance (on average). Higher crit dmg from 25 pts in Tools. Wouldn't need perma vigor at long range.
why not drop air down to 10 and add 10 to earth for Salt Stone? Clearly you have an organized party to provide you all those boons (for water 25). So it shouldn't be far off to assume the party will apply constant bleed and burning too. Moreover, it looks like you're only taking that extra 10 points in air for the stats. Wouldn't +% dmg be better than stats?
Evis should be used when it is the most effective; i.e. when engaging a mob or to finish a mob off or to quickly jump from a mob to another. Also, Evis should be avoided completely when you would otherwise hit multiple mobs.
Overall I think Anet still has a lot to do to fix our adrenaline skills, but they're not useless (beside Arcing Slice that is).
If they at least provided some boon to your team on hit they would be more useful in PvE.
Wait, isn't that counter-intuitive? If you have a lot of mobs present, it's a lot easier to regain full adrenaline, no?

UPDATE: Its likely better for coordinated groups to take 25 in Water or 25 in Air and remove the 10 in Earth. you will be more likely to have 3+ boons on you at all times rather than be exactly in melee range of your foes, since the hammer can actually melee from a good ways out. Additionally, 25 air gives you access to Vulnerability while in hammer without any outside support.
Actually, it's better to get that 10 extra points in air. On top of the inherent +100 precision and +10% crit damage, you can get Zephyr's Boon (air 1). Why? Every time you leap a fire field or blast an ice field, you get fury and swiftness.
