Sigil of Strength and Accuracy Question

I am a Guardian. If I have a focus with Sigil of Strength or Accuracy, do you get the chance of might or do you the +5% overall crit chance? Or you only get these bonuses if you attack with the focus itself?

E.g if I have Sigil of Force on scepter and sigil of accu on focus, do i still get that overall +5% crit chance if i just attack with scepter?

I have a question regarding the mentioned rune. Does that "When you use a healing skill, you gain a random boon for 10 seconds." trigger only when you use skill 6? or even when you use shouts that cause regeneration?

CM Story Mode still bugged?
