It's important that Anet considers every players needs. Players differ in their: skill, free-time, preference. So far I think Anet has done a great job. I'd understand if Anet ONLY released this as part of the November release but, they are also adding a new zone, new events, new armor and weapon skims, and other improvements. This dungeon isn't mandatory and it's target audience is for very dedicated players.
For people who may not have the time or ability to do high-end content, I can understand why it's upsetting. But, I think it has more to do with an inferiority complex than anything else.
(I'd argue a successful MMO thrives with a stratified player base, but that's a discussion for later.)
It's a trade off for the behalf of more devoted players but, I think it's worth it. I've seen too many of my friends and guild members quit because of the lack of challenging and rewarding endgame to say otherwise.
I'd rather have liner progression and have my gear outdated than see Lion's Arch continue to clear out like it has. Two months in, it's pretty clear that players who hit 80 weren't logging in. I think this will be for the better.
