Just so I understand you correctly...

An Elementalist with a staff has 1 sigil
An Elementalist with a D/D has 2 sigils

Other classes could have the following
Thief with D/D has 2 sigils + P/P with 2 sigils............
^-- does this mean he has 4 sigils at any one time or only 2 sigils in accordance to the seclected weapon set ? --^

If thats the case it seems a bit unfair / unbalanced for those with only 1 weapon set / 1 weapon on hand.

I'm checking out your suggestions.

Everything in your build makes sense and seems good, everything I want to do - support rather then pure nuke
I really like the Glyph of Renewal, all attunements seem brilliant with it allowing great flexibility and choice.
However I wonder about the Major Trait in the Water Line - Stop Drop and Roll - which removes a condition with every dodge you make and Cleansing Water which removes a conditation on a regen.
Having both seems like over kill would one not do, since the Scepter has Phoenix which removes all condition's, 15 sec CD, and the Focus has Magnetic  Wave which also removes all condition's, 25 sec CD.

Thanks, so far my PvP knowledge is lacking due to having too much fun doing the events and dungeons.
