GW2 Port Forwarding - Necessary?

Does Port Forwarding matter with GW2?  Some of the glitches I've experienced personally have been resolved after a few hours by Anet, so I would assume they were beyond my control to fix.  Would port forwarding help to forestall any client side issues with connectivity though?  Those behind home routers please speak to if you have or have not port forwarded the GW2 ports(TCP ports 80, 443, 6112 and port 6600 - from the GW2 Support page) and what kind of impact this has had on gameplay, if any.  Any other kind of port forwarding discussion concerning GW2 is also welcome.

Should I upgrade now?

Let me start by saying I really respect poster's opinions in this sub-forum; I've been lurking here on and off for the last six months and I've yet to see a thread-gone-wrong scenario played out or tempered by any of the techs here.  That being said, the nitty-gritty of the situation follows:

Current setup:
AMD II X2 250 at stock settings with stock heatsink
ASUS M4a78 PLUS
OCZ 4GB DDR2 800 at stock timings/voltage
Antec EA500
EVGA 9800GT
3x SATA II hard drives
2 case fans(120mm, 80mm)
1 DVD optical drive
1 19" Samsung SyncMaster 940BW 1440x900 @ 60Hz

The highlights: M4a78 plus can support the Phenom II line, 16GB of DDR2 1066, and has AMD770/SB700, SATA II, PCIe 2.0.  Afaik, the 9800GT is a re-branded 8800GT with PCIe 2.0 support.  RAM has odd timings of 5-4-4-15 @ 2.1volts.  PSU has two +12v lines@22a each, with an overall amperage of 34amps on the +12v.  And yes, I really did buy a crossfire-only board and a nvidia gpu...a mixture of lack of time and my stupidity did that to me 3 years ago.

My best guesses for fps when I had EVGA Precision running and glanced at it during beta:
For BWE1, PvE ran between 10-25fps on low settings at 1440x900.  WvWvW ran to as little as 3fps to 20fps.
For BWE2, PvE ran between 12-30fps on low settings at 1440x900.  WvWvW ran from 5fps to 25fps.

This supports some other's claims about GW2 being less cpu bound during BWE2, however I noticed whenever I was in a cut scene, GPU usage spiked to 100% and stayed there till the cut scene ended.  I understand that optimization is in progress, but it's obvious to me that those who do this kind of thing on a daily basis already know, within reason, the abilities of current hardware when faced with GW2's needs.

Objectives, without overclocking in mind, but with the possibility of running the game on low at 1920x1080 in a dual monitor setup where the 1440x900 monitor is in the secondary position not displaying the game:
  • Determine maximum output resolution for running GW2 at high and low settings with my current setup.
  • Best possible upgrade route with as many already owned components worked in.
  • Cheapest possible upgrade route with as many already owned components worked in.
With a quaternary goal of, if this rig should get completely replaced, with a $400 budget in mind and similar goals, what fits in that budget?

I would appreciate any help anyone can offer in my endeavor to make a pc worthy of GW2's majesty.
