That seems odd, I have a 560ti also and my cpu is a core2quad Q8200 @ 2.33Ghz and I had everything on max settings with 30-40 FPS (Was only in the charr city for stress test), so I would think you would get at least get as much FPS as me.
Did you have vertical sync on?
I have read that vertical sync can drop your fps a lot, and when I had it on I think I might of been around 20 fps on max settings, so possibly maybe vertical sync was on and lowered it.
But it could just be the stress test somehow and it will be better come release.

Wow, never mind, just forgot to turn on vertical sync.(First time installing a card)
