It's a shame that this might never happen though since it's always going to be two of these servers against HoD in the top tier, and one of these servers dominating the runner-up tier.

Boon of Might / Boon of Regeneration

I found these items at a merchant at Almuten Mansion in Gendarran Fields

They were the Tier 3 version. They said they last 30 minutes but the buff actually lasts 1 hour, and is equivalent to the "Regeneration boost" and "Damage boost" you can find from BL chests. You can buy them with karma or silver.

Does anyone know the locations of the higher tiers of these items?

I'm having a lot of trouble finding a combination of items that works with items like

Crystals
Philosopher's Stones
Mystic Coins

Can anyone offer some insight for how these items work, if you have used them successfully?
