It seems that the deciding factor in FPS differences is the CPU (excluding low end and very old GPUs). Sandy/Ivy Bridge owners reported very playable framerates, while Core 2 Duo/Quad and pretty much every AMD CPU  (Bulldozers actually perform really well here) is under 20-30 FPS in WvW

Given that the effects of steal can be many different things, I recommended they add some kind of text to the steal icon when we stole something. It became a little frustrating trying to figure out what I had just stolen based on the icons. I would like to see a toggled feature that let us see the name of the effect we just stole - that we could turn off once we were familiar with the icons.

Other than that minor issue, I loved the mechanic. usually the stolen ability was something really powerful - especially in sPvP (stealing a whirling axe/bladestorm type ability from a warrior was insane).
You'll just have to memorise the icons, there's only a few of them (16?). It's part of learning the thief.

exactly they have capped it which is stupid and why 63??? not just 60??
Why does any of this matter at the login screen? I can assure you that you will not see this limit in-game. The reason for this was most likely to not stress the GPU more than needed where it doesn't matter anyways.
