If you don't think Ele's downed state is the strongest in the game by far then you've never played high level tPvP. And considering the outcome of large team fights are as much about downed state management as anything then you start to see the problem. I'm not really sure what ANet's stance on downed state balance is as clearly even a monkey could see they weren't even close to being balanced at the start. It seems they were trying to keep the theme of low hp/armor classes = DPS corpse, and the higher HP classes = stomp, but I'm not sure ANet really grasps how much the whole downed state system affects the outcome of team fights.
All that said I don't think it needs to be nerfed all that much. Don't allow them to travel at full speed, or make the duration shorter or something. They simply can travel way too far a distance that killing them is soooooooooo much harder than any other class by far. I also have no idea why it should remove all conditions either.

Custom servers will essentially bring organized dueling into the game as long as the cost of renting a server is not exorbitant.

You have to careful if you aggro the caster NPCs though because they create reflect fields. Needless to say I learned this the hard way.

I don't know what everybody in this thread is talking about because shroudstomping still works. Nothing has changed. Switching into DS AFTER initiating the stomp either interrupts or produces a stomp that does not work yes but AFAIK that has always been the case.

Your question is a bit too broad don't you think? What issues are you having in particular? Landing your burst? I will say that in an open field if the Ele wants to stay alive he will stay alive and that the best way to kill an ele is when he is being aggressive and trying to DPS you down. It sort of becomes a cat-and-mouse thing of baiting cooldowns and dodges and such. One of the more dynamic 1v1 match-ups IMO.
If you're guarding backpoint like most Mesmers it's also, IMO, nearly impossible to keep an Ele from neutralizing the point unless they are careless and let you get off multiple bursts off on them. As a Mesmer you kind of need the open space to kite D/D Eles to stay alive otherwise they will wear you down while you try to stay on the point.
