Hint Completion

Currently under my Hero Tab my Hint Completion reads 79/82. When I check my hints button it shows all hints completed. Any thoughts on how I missed 3?

What do the queue time for WvW on Sanctum of Rall look like? A guild that I belong to in another game has setup shop there and I am thinking of transfering.

I know at this time you can transfer servers once every 24 hours. My question is this: Area transfers account wide or character based?
