Elementalist outfit, Yay or Nay?

So since my ele is close to 80 I played around a bit in the pvp locker to try and put together an outfit that would look good on him, this is what I came up with. What do you guys think? Good? Bad? Any pieces I should replace? Tell me!
Where to get this armor?

Like the topic says, anyone who knows how to get this armor? This is my favorite armor, and I'd love to get it. It's the one that human warriors wear at the character creation screen. Anyone found it yet?
