I've been using the same build for quite some time now. I switch between 50% Spirit Weapon duration (6x soldier rune + bow with +50% duration + maybe pure of voice + 2x passive condition removal through signet and purity is just amazing) and longer or targetable consecrations depending on the situation.

The longer CD on signet takes some getting used to, but it's not that bad. Some may prefer Shelter anyway, although I haven't tested this yet.

For me, the survivability is more than enough without it.

Keep in mind that precision also helps with Empowering Might and therefore healing and a bit of party damage. I run a mix of mainly Pow/Tough/Vit armor with 2 Knight pieces (to balance out the loss of precision caused by my neglection of Radiance) and have very similar stats to the OP - a bit more health, a bit less crit chance.

I'll try and answer some of your questions, but can't answer all at the moment as it's already quite late.

I'm running a similar build at the moment and it seems very good, although I took signet mastery instead of searing flames in the radiance tree for more heals from signet of resolve.

Previously, I had 30 into virtues, but I didn't feel that the grandmaster traits added too much. With renewed justice, I believe that I'm much more useful to my team. Although the blinding, vulnerability and burning damage is nice, the 3 stacks of might applied with each spam are what I deem to be the best among its effects.

As for weaponry, I basically change depending on the enemy. For dungeons, mace+shield is a decent combo which offers survivability and support. Traits are equally exchangable depending on the situation. If I run hammer/staff for roaming in Orr for example, I'll take either writ of the merciful or 20% cooldown reduction on 2handed weapons.

You figured out the advantages/disadvantages of the elite skills quite well. ToC can be really useful, but also really wasted. Just go with what suits you most.

Haven't really done explorables yet, so if someone figures I'm talking nonsense, please keep that in mind. It's very possible that the extra condition removal from purity in the valor tree and the effects of virtues' grandmaster traits are indeed very beneficial there.
After all, I'd say you should just do it that way and test. Respecing costs like 4 silver at 80, nothing to worry about.
