Logged in after a few weeks. HUGE texture issues

So i logged into the game to check out the Halloween event, only to find HUGE texture issues making the game unplayable. I took a few screenshots of it:

Textures were like this in every zone i went to. The loading window when i was loading new files also had weird textures. Anyone know how i can fix this?

Bug or morbid irony?

Dye drop rate change

So i didn't play on BWE 3 but in BWE 2 i got around 6-7 dyes from pve'ing from 25-40. Now, by playing from lvl 1 to 62 (almost solely from PvE)  only 1 dye has dropped for me.

Did they drastically decrease the drop rate for the dyes or what? I actually liked the dyes being non-account wide because they upped the drop rate, but with the drop rates i'm getting now it really seems like a lose-lose situation.
