There isn't any point in taking Rune of the Eagle over Rune of the Ranger. They have the exact stats only Ranger gives you +5% damage while you have a companion, in which you always have a pet with you.
It is not as useless as you've made it out to be. You are traited for Sigent of the Beastmaster which allows all the active effects of signets also apply to you. This means that whenever you use the active effect of Signet of the Hunt, your next attack will do 150% damage.
