In PvE there must be some kind of gear progression, otherwise the people would lose intrest.
Its just what makes a MMO a MMO.
After you reach the Max level you need to do something else.
And as the dev's can't dish out new content which you could explore without getting new achivements they need
to do the gear progression thing.
And its not that the new gear in Guildwars is needed anywhere, there are also no dmgmeters , so noone will flame you
because you deal to less dmg because your gear is to bad . This will not happen.
You can grind the gear you want to have for the look, and it would only be a little bit worse then the new ascend items.

here is a pic from the leggings, so you could go into the mists and compare with all the trousers to figure out which set this is.
