GO for it Colin, bring more broken content in. Bring more Quaggan backpacks. Bring in more TP sale items. But don't fix the buggy, broken game you call GW2.

The real problem I see is that you are on Dragonbrand server. Move to Fort Aspenwood and your badge problems will disappear

If a guild is so determined to transfer that they're willing to distribute gems to all of their members, then that's a guild you want to retain as customers. If you don't make it feasible for such a guild to move, it will likely just find a new game to play. ANet already screwed the pooch on WvW balance, and the February patch is a bit late to fix that, as is this. But we'll see what happens.
