Intriguing! I question your sigil choice, however - you say you get downed a lot, which would reset bloodlust stacks. Wouldn't a sigil of battle work better?

You mention that you're going 20 points in virtues because a guardian should be able to cleanse conditions. How about moving some points out of virtues and into radiance to achieve that?

What I'm suggesting: remove 10/15 points from virtues and have 25/30 points in radiance. You will pick up that sweet 10% damage boost from radiant power, and can trait for inscribed removal in the master trait. Utilities when nothing needs reflecting: Healing Signet, SY, Bane Sig, Signet of Judgement, Remove conditions by using SY and then waiting for Healing Signet to cleanse it, or using Healing Signet/Signet of Judgement to cleanse if it needs an immediate clear.

There usually aren't too many conditions in PvE, so absolute resolution's triple condition cleanse may be a bit overkill.

With this, you get:

5ish crit chance

10% damage from radiant power

A possible extra 5(?)ish% damage from perfect inscriptions should you choose to take 15 out of virtues.

A cleanse that doesn't eat up a source of sustained healing (With absolute resolution, you can get it back shortly after using it but would have to sacrifice DPS by channeling Renewed Focus - not worth it, 3 seconds of not doing anything and being unable to use Tome of Wrath is a no-no)

But lose:

Some of absolute resolution's extra healing (kinda meh)

A slightly less powerful source of condition cleansing - though you don't lose out on a source of sustained healing by cleansing, more efficient for clearing bleed stacks (like from CM) or burning from group

15% boon duration

Since scepter has terrible Life Force generation, I can see why conditionmancers use it. The AoE condition transfer can also be occasionally useful in places like CM where your group gets a lot of bleed stacks.

I can't see why a powermancer would use it, though, Axe and Dagger have great LF generation.

I'd advise you to switch to pve mode (the three buttons on the top right of the build editor) so we can tell what armor you're using. Now, if you're using PVT armor, I wouldn't suggest scholar runes. It looks like you're trying to mix a DS build with a Minion Master build, but that makes your trait spread somewhat thin...it's better to focus on one thing.
