Not necessarely and even if they did, with the way event system works, an event can be bugged on a server while not being bugged on a different server

I had a problem also when guild wars 2 went on fullscreen while using two monitors, running guild wars 2 windowed then changing the gw2 options for "windowed fullscreen" fixed it for me

to run gw2 in windowed mode, make a shortcut of the game launcher, right click it and go to properties, on the target path, add -windowed at the end. It should look like this : "C:\Guild Wars 2\gw2.exe" -windowed

Getting 10 points is easy, but if you play a game just for that, quit now. A new MMO takes a lot of time to get used to, don't think you can do it just like that

I'd add a variety of skills to the weapon skills. Each weapon skill slot could have 2 or 3 different choices, giving a wider variety in game play while still limiting the amount of skills
