Just as the patch note states, Evasive Arcana is not supposed to be a blast finisher except when you attune to earth. It seems like they will fix that for earth (churning earth) only.
Just learn to play without it, its not that bad.

Trust me EA deserves the nerf. I played around with it for a while and felt the game was on super easy mode for PVE with it. How to cheese the game with 10+ might stacks up all time and how can you be tanking everything and healing back up to full hp without moving around? Try play a class with only one healing skills and feel the difference.

As a pistol whip user, the only thing i dont find useful in your build is Flanking Strikes in trickery. More than half of the time, you are gonna be tanking when you melee with pistol whip and are always in front of the mobs waste more skills to go stealth alot.
Just like you said, every thief should always have a shortbow in his inventory as its needed in a few boss encounters that need to utilize the longest weapon range for a thief (TA end boss or Arah Giganticus Lupicus), and the skill 3 for extra evasion helps too.
I found that the only encounter in the game that you should be using d/d is Dwayna in Arah Seer path. You need the best single target dps weapons for a thief, and dagger auto attack third skill to slow down her healing. So, in other fight, your s/p should be fine although i myself swap to d/d for easier bosses now that they nerf pistol whip damage.
In more difficult encounters, I prefer to use Thieves Guild for the extra off-tank.
I achieved dungeon master 2 weeks ago, so you can basically ask me anything in dungeon.
