Not sure about that but i think that dots get randomly spread around those targets which mark hit.
And yea save it vs condition classes its super good same as plaugue signet !

you dont have to sit in mark for it to remove conditions

You have dagger 4 skill and mark 4 skill which both also remove conditions so i think 3 condi removal skills is enough
