Skillwise yeah, but it's more useful in an offensive group, that's what i meant. It's more suited for an attacking playstyle, i.e roaming across the map and it's providing critical buffs to keep the group mobile.
But when you stay in keeps/towers or only defend structures where you can run to a safespot within seconds, the horn is not that important.

In my opinion shield is a bit more defensive, warhorn offensive. So it depends on your(s guild) playstyle. If you are moving alot, constantly repositioning the group and trying to get in a better position (high ground etc) warhorn is essential for speed buff and removing cripple/chill, not only for you but the teammates aswell.
If you are fighting more stationary, like defending garrison or a tower by diving in and out the portal entrance, shield can (and will) save your ass many times.

The reason is incredibly simple: There is no dedicated healer.
In other games you have group members who only heal allies, nothing else. In GW2 it doesn't work that way. Everyone is responsible for his own hp almost everytime, you wouldn't be able to heal against the constant high damage you would receiving.
And please, before demanding the removal of the AoE-Cap, think back to 80 men portal bombs, healing balls, shoutheal-warriors healing entire zergs. Think about skills like timewarp, null field, earthshaker and so on.
Honestly the aoe cap is fine.

The CoE Heavy Set is not exactly the same as Elite Kurzick, but it's pretty close.
