I personally think it's not down to the skill system (although it can be improved). I think it's more to do with the bosses we face. We need some bosses that have unique abilities and make the fights interesting, rather than simply keep hitting them until they die.
I for sure agree with you on the boss part. Until we face a unique challenge from bosses or even dungeons in general, its hard to gauge whether the current skills and play styles ANET for support and control are good or need improvement.
