Scepter is almost viable now for shatter builds, and the 1# skill operates just fine now. ANet just need to make the third attack in the chain have half the cast time it has now. Scepter's bigger concern that Illusionary Counter is a terrible skill.
Greatsword has some situational use in WvW sieges where people are bunched up enough that your phantasm might actually hit someone, and you can push people off of rampart quite spectacularly; but otherwise you'll want to have staff.
I don't use "Retreat!" except as an underwater utility skill (where it replaces "Stand Your Ground!"), I find the five person maximum to be too limiting in WvW and that Symbol of Swiftness already provides a reliable source of party swiftness. Instead I use "Save Yourselves!"
Otherwise I run this identical build in WvW. For runes I use 2 Sup. Monk, 2 Sup. Water, and 2 Maj. Water
