Would be weird if system time was a factor. That would mean you could set your own clock to a certain day of the week if you want different daily tasks :huh:

If you really want the Vigil leggings, you can have your thief transmute them onto a vendor bought item (for instance the armorsmith in Lion Arch sells lvl80 white items for a few silver). This creates an Account Bound item with the Vigil look. You can then give it to your guardian using the bank and transmute it onto your actual gear.
This is not a hack or bug but an intended feature btw, incase you worry. I've done this myself when i wanted the vigil pieces on an alt, works a treat.
