I'm slowly working to "one day." Got my 100% world exploration and my 500 ascalon tears. Now hoping to get the 500 badges of honour just from doing the 50 kills every month. So far at 100.
I'm not actively going to do it. I play and do what I want and if it happens to get me closer to my legendary, that's great. But there's no way in hell I log on and think "Today I do only WvW for badges!"

I guess if your only motivation for leveling is usually so you can dominate weaker people, then you might not like GW2... I would think the best PvPers would rather dominate people on an even playing field, though. Winning just because you're higher level/more geared would feel rather cheap to me. To each his own, I guess.
I play MMOs and other games mostly for enjoying the PvE content with a little bit of PvP as a minigame/bonus to PvE, so I'm still pretty entertained.
