Well even in group play it was powerful..combined with things like epidemic and keeping confusion stacking high then spreading it. Then you were in a position where no one could cleanse it. It functions closer to other conditions now, annoying and punishing people for playing unintelligently. I don't think any one condition should be gamebreaking like confusion was.
