I'd call that "encouraging team play" myself. Hardly a bad thing in my opinion, though certainly not for everyone.
Well even in group play it was powerful..combined with things like epidemic and keeping confusion stacking high then spreading it. Then you were in a position where no one could cleanse it. It functions closer to other conditions now, annoying and punishing people for playing unintelligently. I don't think any one condition should be gamebreaking like confusion was.
