Well the only thing I see as a good solution is:
A bigger downscale for bonuses.
So when you select hard mode you get downscaled more than usually, but
you get magic find,exp,karm,... boosts

45 race sets
24 dungeon sets
15 order sets
21 crafted sets
18 karma sets
3 wvw sets
12 looted sets
not sure if forgot some or counted double but that's
138 different Sets
And that's 510 modeled sets, I really don't see the problem

5 races * 8 dungeons * 3 classes = 120

This is quit nice indeed XD.
I hope that the cd and book could also be obtained through other ways...
My guess is that the elite skill is a reskinned hounds of Balthazar...

I hope ArenaNet rethinks this a little more! That introduces too much doubt about whether the combo will do what you want it to do when you want to make a tactical decision to put up a wall of fire or go near one to burn your enemies.

You can! You just cant stack, shootimg arrows through a fire and poison field for example.
