The events that are necessary to reset the chest that enables the switch are on a timer. If the chest is open, you will have to wait. It's a design flaw rather than a bug. That chest should really work like skill challenges instead.

I hope you're wrong, since I feel that making a connection between the celebration of the Dragon Empire and the Elder Dragons is just absurd. I do agree with your speculation about what the Dragon Bash may be, but I don't really see any reason to associate that sort of event with the Dragon Festival. There is just nothing in common between the two apart from the word 'dragon'.
