Main problem is they're simply not big enough (same for pretty much all weapon types) and weapons don't scale well with character size. They're slightly too small on Asura and on Norn/Charr.

Useful signets, more on demand condition removal, trait reworks and less gimmicky shouts (eg. Sick Em grants fury to you when your pet hits and you grant might to your pet when you crit).  Oh and Ranger is no longer Beast-master-type-pewpew-thing.

Rampager give a really small DPS advantage over Rabid. This advantage is usually so small that it smarter to get the huge defensive stats that Rabid give you. And if you use nourishment that give you Condition Damage based on your toughness, then Rabid is actually more DPS than Rampager.

Condition damage is never the main stat for any engi build frankly, especially not grenades. You have RNG burn, fairly high cd poison which can be overridden by others from it's own field and average bleeds. Power is still very important and is the main source of DPS, it is much more noticeable than the passive benefit of some toughness. Thus Rampger's provides the best all round offensive stats. For extra defense have a mix of soldier/knight trinkets then have exquisite rubies slotted. and a permanent 12 stacks.

Gear wise you always want the more offensive, in this case Rampager's. Most defense comes from timed dodges and positioning, however player skill does not affect your offensive capabilities beyond managing your skill rotations.
